Seems to be a full-blown version of the Jumpstarts.

Perhaps our Jumpstarts will grow up to be like Programs in a Box. This would be a fantastic resource especially for a new Group that has little or no planning experience, and needs a ready-made program. Also would reduce the burden on service scouters when a new group was started. This shouldn't be something that an established group should have to rely on, because there is no substitute for real planning, not to mention youth involvement from the Sixers' Council or the Court of Honour. Any such program will have to be flexible enough to allow for youth input.

Our Colony has very experienced leadership, and we draft a new annual plan every August. This year we'll do a three-year theme plan, to avoid repetition of program themes during our youths' three-year time in Beavers. A new Colony with new leaders, however, could really use a program in a box to get a solid program in that first critical year, and the planning time could be used instead to get the leaders adequate training (i.e. at least one with a WB II).
