This is a great way to teach the subject! I've used something similar many times. The only suggestion I have is that since the scout badge requirements call for the youth to learn all 16 compass points and the corresponding degrees, it might be better to start them with that pattern, instead of the clock. Only 12, 3, 6 and 9 correspond to an actual directional point. However, learning the corresponding degrees for the clock is easy since they're all just multiples of 30 degrees.
I've found that the youth find it challenging to learn the corresponding degrees with the point, espeically the tri-letter points (ie. NNE, ENE, etc.) since those points are multiples of 22.5 degrees.
