If you try to drive a screw by hitting it with the handle of your screwdriver, it won't work very well. To be successful, you need to know how to use your tools. The uniform is one of our educational tools, but unfortunately, many Scouters don't know how to use it. Uniform use was at most only barely touched on in any SC training that I've taken.

It also helps that the photo was taken on an international trip. Scouts are keen to show off their uniforms when abroad. It's cool to be recognized as someone from away.
