Your concerns will never be addressed, they don't have to be as Scouts Canada is no longer a democracy.

I challenge you to wear one of those hats while doing anything challenging outdoors such as a multi-day hike or long canoeing trip....

A tilley wouldn't be a bad idea, especially as the inventor was a scout himself.

How can you have a real WB experience without doign anything outdoors? Rover WB should be a large, practical assignment where candiaites have to either 1 - plan a linking camp or 2 - plan an adventure. If we spend all our time online, how can we really call it "wood" badge?

I think it doesn't matter one bit what you make the official Rover programme. Different crews will do what different crews do, and you can't really stop them. Ho It really is about time we dropped "Duty to God" in the promise if we're going to go about claiming we're a multi-everything organisation.
