How many Cubs are present right now? Nothing wrong with low number sixes IMO. One thing you do not want to set yourself up is to "demote" someone. How about making one of the older Cubs an assistant Leader for the meeting and rotate the ones that can pull it off.

How about inviting the White Tails to build Kub Kars and join in when the KK races at the Pack. Try and involve the Beaver Parents in the planning may also give a better buy in.

Our Area has done this and we hold it every 3 years so they (Cubs) don't get stale. The above list is pretty close to what we did and the event had a card that "qualified" the Cub and could be used at Pack to prove attendance hence qualifying for the Cyclist badge is the Pack was willing.
