You're missing the point. If you want to do is as a crew, no-one is stopping you, but they generally look really, really silly unless they're done properly and worn with appropriate clothing.

Rovers should be out doing stuff, and doing stuff usually implies practical headwear.

The scouting uniform was originally designed off of military field uniforms and hunting/exploring ensembles because it was supposed to be practical above all. It should not be an added burden on meeting nights or camps. Good, solid, not too fancy clothes you don't mind getting dirty, preferably made...

Baseball caps are also adjustable, and a collar on your shirt can usually keep the sun off. If it's that vital, a buff will do just fine.

They also don't look frumpy, which is a big win when it comes to uniforms.

Ball caps are wonderful. Haveing a job where you have to wear a wider brimmed hat, I envy ball caps. Mind you, the Joe Fresh ones look pretty silly, but a ball cap's great at keeping the sun off of your face and packs well. They're affordable and you don't get a stupid cloth brim all over the place....

There is a year of leeway in terms of advancing to the next section, so if the youth is really dying to go camping, they an go up to cubs as early as 7.

We began collecting them up front as we were reactiviating a group that had been dormant for 25 years and it provided some good seed money.

Also, you generally can't rely on parents to ensure youth have them.
