There are to be no "Gimmes" in the adventure skills and the competencies will be about actual knowledge, skills, and experiences the Scout must demonstrate - not "Best Effort." Some leaders hand out the CSA now like candy, whether the kids have done the requirements to any extent, in some cases not...

Maybe the number of badges available needs to be decreased? Perhaps there has been badge bloat over the years. For example, do we really need/want an investor badge? Is that really core Scouting?

26,873-13,812.73 = 13,060.27 extra leaders I suspect most group committee are very small from a perspective of adults that do not hold a section role as well. The information I have seen from national indicated that each member was only counted once. The obvious method would be to count the member in their primary role (as stated in AMS), but I have no idea whether that was done or not.

No, Rover are separate, but I consider them irrelevant from a core program perspective and their numbers are so small:

Rovers: 897 -> 1,104 (+207; +23%)

Unfortunately the kid membership (Beavers/Cubs/Scouts/Venturers) saw a decline of 3.6% over the past year; with a large drop in Beavers. There was a sharp rise in the number of leaders.
