I'm not sure why those guys haven't investigated but:
The Transport Canada web site FAQ (
http://www.tc.gc.ca/eng/marinesafety/oe ... .htm#01-01) on the matter states:
1. What vessels are required to have a Certificate of Registry (Small Vessel Register)?
All non-pleasure (commercial) vessels less than or equal to 15 tons gross tonnage are classified as "small vessels" under the Canada Shipping Act, 2001, and must be registered either in the Canadian Register of Vessels or the Small Vessel Register.
So...all non-pleasure craft have to be registered. That means the question is: What is a pleasure craft?
Transport Canada (

EXAMPLES OF PLEASURE VESSELS (Not permitted to carry passengers)
Rented vessels used for recreational purposes:
Yacht;
Sailboards;
Personal Watercraft (PWCs);
Fishing boat (fishing camp);
House boat - friends invited, they don't contribute money;
House boat - friends invited, they contribute money;
Kayak/canoe/personal water craft tour;
Kayak/canoe/personal water craft tour as part of summer camp activity;
Kayak/canoe/personal water craft lesson; or
Kayak/canoe/personal water craft lesson as part of summer camp activity.
Thus it seems to me that canoes are defined as pleasure vessels and do not need to be registered.
