Canoe registration now required?

Anybody looked into these reported requirement that canoes must now be registered with Transport Canada for use on Scout canoe trips?

I'm not sure why those guys haven't investigated but:

The Transport Canada web site FAQ (http://www.tc.gc.ca/eng/marinesafety/oe ... .htm#01-01) on the matter states:

1. What vessels are required to have a Certificate of Registry (Small Vessel Register)?
All non-pleasure (commercial) vessels less than or equal to 15 tons gross tonnage are classified as "small vessels" under the Canada Shipping Act, 2001, and must be registered either in the Canadian Register of Vessels or the Small Vessel Register.

So...all non-pleasure craft have to be registered. That means the question is: What is a pleasure craft?

Transport Canada (http://www.tc.gc.ca/eng/marinesafety/bu ... 14-eng.htm) states:

EXAMPLES OF PLEASURE VESSELS (Not permitted to carry passengers)
Rented vessels used for recreational purposes:
Yacht;
Sailboards;
Personal Watercraft (PWCs);
Fishing boat (fishing camp);
House boat - friends invited, they don't contribute money;
House boat - friends invited, they contribute money;
Kayak/canoe/personal water craft tour;
Kayak/canoe/personal water craft tour as part of summer camp activity;
Kayak/canoe/personal water craft lesson; or
Kayak/canoe/personal water craft lesson as part of summer camp activity.

Thus it seems to me that canoes are defined as pleasure vessels and do not need to be registered.

Sadly Garth I don't think it's quite as simple as that. the gov't seems to be slowly losing its marbles on this issue. I don't insist that Scout groups will need to register, but we might. I'm also a paddling instructor and it looks like we all have to do it:

Well I'm an instructor too and I do believe it's that simple. The link you've provided is to PC pages that are filled with all kinds of details and interpretations but they seem to ignore the TC page (http://www.tc.gc.ca/eng/marinesafety/oe ... es-457.htm) that states:

Mandatory registration of vessels
46. (1) A vessel must be registered under this part if it
1. is not a pleasure craft;
2. is wholly owned by qualified persons; and
3. is not registered, listed or otherwise recorded in a foreign state.

My previous post has provided links to TC pages that show that canoes are a pleasure craft and therefore do not apply to everything else. If you can find a TC page that contradicts my findings I would be very happy if you could provide a link.

Note that there are some new regulations that must be followed and that will affect paddlers in a lead/guide role. Examples include carrying items such as a waterproofed first aid kit, filing a float plan with someone, and having the necessary resources to deal with cold water immersion (there's not much warm water in Canada!). I would sincerely hope that individuals paddling in a Scouts Canada context were already doing this.
